By default, customers do not have the permissions to upload files. This is a security feature to stop bot’s flooding your site with file uploads via the application form. Which is also why we don’t allow branding files to be uploaded during sign up. You will need to modify the user role for the customers to include file upload capabilities.

How to Enable File uploads
To do this you will need to install the plugin User Role Editor – https://en-au.wordpress.org/plugins/user-role-editor/
After this is installed and activated you will need to go to Users > User Role Editor
- Select role (customer)
- In the quick filter type upload
- Change columns to 3 to make it easier to find
- Check the upload_files box
- Click update
Customers will now be able to upload files to the vendor application form.
